Do I need to book a full move to get hoisting?

No. Hoisting one piece into or out of an apartment is a standalone booking. It is also added to a move whenever the staircase rules out a piece.

Which floors can you hoist to?

It depends on the item, the opening, the building and whether a mechanical lift can be set up outside. Second and third floors of plexes are the typical job; higher floors are assessed case by case from your photos.
